How does one go about getting duplicates made for AS/400 panel keys?

We had a pseudo-disaster at one of our branches last week as I was
enroute to my vacation destination whereby one of our protected drives
failed and the system required a manual IPL somewhere in the midst of
that problem.  Unfortunately, the key to the 9406-510 was nowhere to be
found and IBM apparently has no "master" keys, so they had to replace
the panel!

Needless to say, my primary directive for the immediate future is to get
this remedied.  Our VP has decided that we will obtain 4 duplicates of
each AS/400's key.  Two will remain onsite, and two will be kept here at
corporate.  I'm looking at some keys from some old 400's we had dumped
awhile ago; they all say "REGISTERED - DO NOT DUPLICATE".
