Did you look to see if you are at the current CUM level, and the most recent Database Group PTF? Also, please don't be insulted, but did you check to make sure the access paths are ok? Make sure that it is not building an access path each time you open the file. This could be due to one of 2 reasons, Access path maintenance is set to *REBLD or the access path is damaged (ie you killed a RGZPFM ).
