Yes, that's why I posted the story.  No one knew who did it and it went on
for a very long time before it was discovered.

Do NOT plug a UPS into a UPS.  First one filters out the problem that would
trigger the second one and all you've got is an expensive extension cord.

Here's a weird (and related) story.

The entire computer room is backed up by a huge UPS.  An NT server is
plugged into a small APC UPS then the APC UPS is plugged into a receptacle
that is backed up by the huge UPS.  Someone was using a vacuum, plugged into
a receptacle in the computer room.  Whenever the vacuum was switched on, the
NT server would reboot and the UPS would send a message to the as/400 that
system utility power failed, and then right away another that said the power
had been restored.

Once the small APC ups was removed no more problems.
