your path looks strange, since normally there is no "/QQOPENSYS/"
file system :

> PGM
>   CALL PGM(PERLDIST/PERL) PARM('/QQOPENSYS/HELLO.PL')
> ENDPGM

did you copy from the readme ?

- Perl scripts are not directly executable.  To invoke a perl  
  program as a CGI, you must write a small CL program that will
  dispatch to the perl script itself.  For example, the script 
                                                               
        BEGIN                                                  
          CALL PGM(PERLDIST/PERL) PARM('/QOpenSys/hello.pl')   
        ENDPGM                                                 
                                                               
  will invoke the perl script 'hello.pl' in the root of the    
  QOpenSys file system.
