I just went through this same thing. :)

You've got an authority problem. Check to make sure that user profiles
QTMHHTTP and QTMHHTP1 have *USE authority to the following objects:

CGIBIN  (Your CGI library)
QSYS/QPWFSERVER (object type *AUTL)

It's probably the authorization list. Apache uses it, but the HTTP original
didn't.
