I can't argue with that, Ken. I also can't think of a solution to this that
doesn't break code somewhere under some conditions. You just can't fit 5 lbs
of sh_t into a 2 lb bag. It is preferable to have the system bring the
situation to my attention when it exists, rather than let who-knows-what
happen. Fortunately, I don't have the "lost source code" issues that some
people have to deal with.

Which would you rather have happen?

1. A halt on a RTVJOBA when the actual user library list is longer than the
variable provided?

or

2. No halt.  If the short variable is used to restore the library list, only
the portion of the user library list that was actually retrieved will be
restored, resulting in who-knows-what errors later in the job.

You're asking for #2.  Personally, I prefer #1, which is the way IBM
actually made it.
