The shared address book capability requirement is the hard part.

If you use Client Access's IMAP e-mail support I believe you can use the
system directory as the central address book.  I haven't done this, though,
so you'll have to read up on it.

Otherwise, to have a central address book, you'll need Domino or a non-IBM
solution (perhaps a non-as/400) solution. Check www.stalker.com.  There
e-mail server runs on an as/400 and is supposedly very inexpensive and easy
to use.  It may offer a centralized address book.

I've been using the POP and SMTP servers on the AS/400 for years.  The only
complaint from users is the lack of a central address book.  (There are
others from the system operators).

Back around 1997 IBM used to ship Lotus Mail with Client Access.  Is
anyone using that ?  Is it still shipped with Client Access ?
Anyone have any recommended solution for a small 400 account that wants
internal email only, using the 400 as POP and SMTP server, and wanting an
email client with a small footprint (to use on some old PC's) - and
requiring shared address book capability ?
