Tom, this actually controlled via two system values.  We skipped from V4R2 to 
V4R4 and they showed up there.  The values are QSTGLOWACN  *STG     Auxiliary 
storage lower limit action and QSTGLOWLMT  *STG     Auxiliary storage lower 
limit.  The help text will give you all of the details.  Maybe Mr. Barsa can 
shed even more light on this.  I know that we set the QSTGLOWLMT to 25%.  It 
will not stop your system just lets you know that you need either to contact 
IBM and by more DASD or you need to cleanup your system,

We recently upgraded our 720 from v4r3 to v4r5.  Now we're seeing lots of 
messages telling us that we've our interactive threshold (never happened
