Here is the reply I got from my Unix guy: 
It very much depends on the FTP server being used, but for the most part FTP
has no file locking because it doesn't transmit a file size before it begins
sending.  The server has no way of knowing when the transfer is complete.
It's a limitation of the FTP protocol, bearing in mind that FTP is something
like 25 years old....  I cannot really suggest a way to fix the problem.

But those other suggestions about renaming would make sense to me.

 We have a problem with FTP trasfers. Our business
partner is dowloading files from their unix server
before we finish uploading completely. So they are
getting only partial file. Is there anyway I can lock
the file until I finish uploading ?
