I don't know if there's an API, but DSPSFWRSC has an *OUTFILE option, which works very well. It gives you all the information you want except for the name of the licensed program, but it does supply a MSGID, *MSGF and library to go and get the name. You then need to use an API, or the TAATOOL RTVMSGD command to get the name.
