Could be any number of things.  Can you run the program in debug?
Carefully scan the SQLCOD's and whatnot returned.

Traditional suspects:
Different data.  For example, your test system has different records than
your production systems.

Sql suspects:
Is one file journalled and the other not?  These kind of questions.  Could
be your compile options.
Can you duplicate the situation using STRSQL, or if you don't have SQL on
the production machine, using the freebie RUNSQL?  Of if you're got
GUIphobic, SQL scripts from Op's Nav?
