I'm not sure what business problem you're trying to solve, but I have a CL
program that will allow you to act on a spooled file when it becomes status
RDY in an output queue.  It's based on assigning a data queue to the outq,
and running a batch (or interactive for testing) program that monitors that
data queue.

With such a program, you could send spooled files to a dummy "traffic cop"
outq, have your program read say, the USRDTA from the spooled file and do a
CHGSPLFA or SNDNETSPLF to get the spooled file where you need it.
