Write a program that adapts the authority of this UKHELP profile, but do not let people signon to this UKHELP or let them have it as their group profile. Then only give authority to execute the program to those individuals you wish to be able to reset passwords. Then inside the program, you can control what users-id do or do not get set. You can do it by User Class, by Userid, by anything. Its much better than giving out *SECADM to a general group of people to do what they wish.
