If I add an INLPGM to the userid QUSER, will this program run anytime ANY
user signs on via a telnet session?

I'd like to gather some time and userid information about all users and this
(logically) seems to be a good way to do it.

Again, logically, this QUSER INLPGM would run before the INLPGM in the user
profile, in other words, both would run ahead of the user getting a signon
screen.  Correct?  Or would this interfere with the user's regular inlpgm?
