I do not know answer to your question but when I submit a job from a CL 
program I get a message like this on bottom of screen:
Job 402318/USER/PROGRAMNAME submitted to job queue QBATCH3 in library QGPL
so I suspect there are settings some place to control what is visible to whom

I would look in the user's JOBD & USRPRF & system WRKSYSVAL for clues
