Problem resolved.  Here's what I did:

SAVLICPGM on 5769BR1 (Backup and Recovery Media Services, all three of them), and SAVLICPGM on 5769SS1 option 18 (Media and Storage Extensions).
DLTLICPGM on all mentioned above.
Ran my save programs, no more messages, save worked fine.

The search keyword table isn't updated yet (overnight) because I added the
entries today, but if you go to Operations -> Configuration you'll see the
answer.  Please append corrections if needed!

You can also search the archives at http:archive.midrange.com - try "media
and storage"  and "5769SS1" and "5763SS1"
