Check out the CPYTOIMPF and CPYFRMIMPF commands as a starting point. They 
will allow you to go to and from CSV format and handle a number of other 
situations. You would probably still be left with some programming.

Other than that, without having more explicit knowledge of  what you are 
trying to do (your email confused me a bit) I can't make any suggetsions.

In any event you'll probably get a couple of vendor hits to help you :)
