Mike Buglass finally pointed me in the right direction.  OpsNav had been
used to apply an IP filtering scheme which basically disallowed any traffic
outside my subnet.  Which explains EVERY SINGLE problem I've had with TCP/IP
since the getgo.

I am once again happily running, thank you one and all for your suggestions
and criticisms and general help and support!
