Because there are no such things as 9404s any more!

You probably got to a model 400 by upgrading an E10/20/25 or F10/20/25
which were 9404's. IBM let you keep your model number even though the
400 was a 9402 for all new purchases.  For this same reason there are
some 9404-500s too! You got the choice of going 'Up' or 'Down' and still
keep your 9404 model designation.
