I believe you have to create a new phy. and copy the data to it.
Delete Capable and Update Capable are two rarely used parameters on the
CRTPF command.

 ALWDLT

If this parameter is set to *NO,  You can't delete records from the file,
I don't care if you're QGOD.

 ALWUPD

If this parameter is set to *NO,  You can't update records in the file,  I
don't care if you're QGOD.

No - he's talking about a file that does not have delete capability -
has nothing to do with authority.

I had a few of these about 5 years back - don't remember what I had to
do to change it.  What will work is to create another file with the same
layout but not delete protected.  Use cpyf to copy the records over and
rename the file.
