I just ran into this problem also, with V4R5 and Win2K.

If NetServer is not running on your iseries, you will need to start it. Then
you will have to use Ops Nav to map a drive to the shared files that contain
the CA executibles. Once you have mapped the drive the SSL will show up as
an option. I also had to change the authority of the share files, so I could
use them. If you map the drive using Windohs Explorer the SSL feature won't
show up. IBM can play the 'my way only' too, not just M$.
