You say URL.  Is the DNS set up properly for the site?  All DNS servers
up and running?  (Timing out a failed or invalid DNS server takes time.)

Is there a reverse DNS issue?  (DNS-Lookup       Off)

To rule out this option, did you do WRKACTJOB while loading pages to see
if it was using a lot of CPU?  Also, check job logs for the HTTP server
