The answer is probably for security reasons, and in future releases you're 
going to see more of that.  The idea of putting a custom version in a 
libary above QSYS in the *LIBL isn't going to work.  See the V4R5 Memo To 
Users for a hint of this.  You can order this via SNDPTFORD SF98056 or

PROGRAMS THAT USE CUSTOMIZED VERSIONS OF IBM-SUPPLIED COMMANDS

Some OS/400 functions that use IBM-supplied CL commands that are not
library-qualified in V4R5 may be changed in a future release to specify
a specific library, *NLVLIBL or *SYSTEM, for the library qualifier.
Applications that depend on using their own version of commands instead
of the IBM-supplied ones will not work as they had on earlier releases.
Those applications should be changed to use the new retrieve command
exit point (QIBM_QCA_RTV_COMMAND) that allows your exit program to get
control when the command is used or the change command exit point
(QIBM_QCA_CHG_COMMAND) that allows your exit program to get control and
possibly change the command that will be used.

Hi

In our enviroment the QSYS/CRTPF has public *exclude and higher in the
librarylist another command with CRTPF has public *use.

When we use FTP and issue a get and the file is not there the program
creates a PF, however it is trying to use the QSYS/CRTPF instead of the
other CRTPF that is higher in the system library list.
Can anyone tell me why IBM has chosen to hardcode the QSYS/CRTPF instead 
of
*LIBL/QSYS?
