The QSYSVxRxMx libraries are for previous release support.  If you are on 
V4R5 you won't see a QSYSV4R5M0 library (until you install V5R1M0).
WRKSYSACT isn't a base system command, it's part of Performance Tools 
With Performance Tools installed you will find WRKSYSACT in both QPFR &

I did the command WRKOBJ *ALL/WRKSYSACT 
and got the following
Object Type Library 
I noticed that there it does not show up in a lib QSYSV4R5M0 
Tried to use the command out of the V4R5 Lib and it told me I was on the 
wrong OS version.

I have a the copy of the V4R4 Command but not V4R5. 
(and the V4R4 version tells me that its for the wrong version and wont
