Zone Alarm does it and Symantec Firewall will do so IF you do not let it autoconfigure certain 'trusted programs' . Symnatec doesn't look at the program signature to be sure the program is really who it says it is. I use Symantec Firewall with all ports blocked and only allow traffic that I feel is safe. It is quite easy to configure 'on the fly'. You get anti-virus and firewall protectiion for about $65US, which is cheap in the long run.
