I think this MAY have something to do with an invalid system configuration. Check DSPHDWRSC *AHW and see if you have devices/resources listed that don't exist anymore. I tried to look it up on the manual but cannot find anything with this error code and cannot make out anything form the history log, as it just says the IPL has been unsuccessful.
