I put the DMS address to *NONE,
still 30 seconds delay.
I don't think I use the domain name server as I do
'ftp 65.77.88.31'

I had a problem that sounds identical and my problem was the dns look up address was wrong...
try doing a  'chgtcpdmn' and press f4, and then verify the Domain Name Server Address at the bottom of the screen

    Most likley something not set up in TCPIP correctly and DNS resolution is
    taking forever.  As far as how to fix it, it could be a few things, but
    start with CFGTCP and make sure that everything is set up correctly (domain
    info, routes, etc..)
