Days Used count

Folks,

I've noticed that some programs have the Days Used Count set
to something (e.g. 5). When I use such a program the next day
the count increases as you would expect.
However, other programs have a count of 0.
Calling such a program does not always increase
the count. Any reason, system value,
parameter, voodoo-explanation, why that is?
