It's been SF99vrm to order a cum package ever since V1R1M0 in 1988.
You're confusing the order # with the way cum packages themselves are numbered.
Cydddvrm        where C=C (for Cumulative), y=last digit of year, ddd=day of year, vrm=Version release Mod level.

This is not a question ... merely a statement of mild frustration

I wish that in some future iteration of this IBM prompt there can be an
option to

.... just send me the latest cumulative PTFs or whatever for our version of
OS/400 without having to remember what the number system is ... I looked up
in 3 manuals before I found explanation that it is SF then year of last issue
then VRM so I tried to order SF00430 & got some crazy error message then I
tried SF99430 & it worked.

Is this a Y2K problem or are the last cum PTFs for V4R3 really from 1999?  
The last specific PTFs I needed to get were actually from 2000 which implies
that there were no cum subsequent, or for future releases IBM will have a
more politically correct buzzword compliant system recognizing year numbering
beyond 99.

and hopefully SNDPTFORD structured so we can figure it out more easily what
all those options are for.
