When I prompt the CPYTOIMPF command at V4R3 I see only four parameters
(FROMFILE, TOFILE, TOSTMF & MBROPT).  The parameters for defining delimiters
are not there. and there are no additional parameters for the command (F10
not allowed).

Are you sure? My V4R3 refers to creating a DLM, which is (can be) CSV:

CPYTOIMPF DTAFMT(*DLM) STRDLM('"') FLDDLM(',')

There is a bug on some releases where CPYTOIMPF wont actually create the
stream file, but only add records. So you need to create a streamfile first
(eg CPYTOSTMF) and then add the DLM records.
