I found APAR MA22731 out on IBMLINK yesterday.  The error description is:
A TCP/IP interface stops working w/o any immediately visible symptoms...
It goes on to state: The fix is to prevent dead gateway processing from
being initiated with a given router unless more that the "Dead Gateway
interval" number of minutes has elapsed.   A V4R5 PTF is not yet available.
I'm going back to IBM and re-opening my PMR and getting on the interested
parties list, because this is exactly what is happening on my system.  I
recommend you do the same.  It can't hurt.
