Basically, your ECSLine is just another dial up line, yes, it can
be done a number of ways.

Are you going to be doing real EDI?  210s, etc.?  Look at one of the
EDI packages out there, Premenos, Extol, Gentran, etc...

Are you wanting to just transfer a file from AS/400 to AS/400?  Look
at setting up your communications using SNADS.  Configure a controller
and line with their phone number and security, etc..  Can be a pain
to set up if you've never done it before.  But, once it's set up very
easy to use SNDNETF to send a file.

Are you wanting to just send a file to a "mailbox"?  There is a program
that IBM has that uses the line to communicate with EDI Vans, look at 
Expedite (maybe Expediter).

It all depends on what, exactly, it is you are trying to do.
