Although you think that the contents of a queue object (like an output 
queue) is kept in the queue object, you are incorrect, it is really 
contained in the QSPL library.  The job that owns the spooled object 
"points" to the member in QSPL.  Although this may seem illogical today, 
this made great performance sense in R01M01 of CPF.

If you keep data in a data queue (or any other queue object for that 
matter), you must "flush" the contents of the queue object to a data 
saveable object prior to the save, such as a physical file or a data area.

In recent times, IBM has stated their intention to "save" the contents of 
output queues in a future release.  It would be my guess that they would 
opt not to re-architect the entire queue design, but otherwise squirrel 
away the contents of the output queues as other vendors do.
