Have you tried one of the job APIs?  Don't know if the info you're looking for
could be had in one of those, so you'll have to do that legwork.

RTVOBJD requires that I already know a library which contains the CLP
program or that I use *LIBL to find it. What I need is the data similar to
the PGM status data structure which can be coded in RPG.

That begs the question "Can I get that Data Structure in CL". I need the
library because all subsequent calls and fully qualified object references
must be from the same library as the initial call to the CLP. I can't pass
parms to the CL, and I can't mess with the library list on the fly. I'd call
a user written program to get the structure but I need the library name to
know which pgm to call. Catch 22.
