From this excerpt from the 3590-E11 sales manual description, I'd say the 3590 can't read tapes from a 3480 or 3490 (the 3490 can read 3480 tapes):

NOTE: OS/390, VM, and VSE system software and service updates are distributed on 3480/3490 format tape cartridges.
In situations where Magstar 3590 Tape Drives are sold into new accounts, it will be necessary to ensure the installation has at
least one system-attached 3490 tape drive to read the system installation tapes.

a 3590-E11 tape drive?
