If the activation group is still in use, then it isn't
eligible to reclaimed.  This means the RCLACTGRP has
to be outside the activation group.  Perhaps that's
the problem?  On DSPJOB look at option 18.  You could
also call CEETREC which will end and reclaim the
activation group.  You could put it in a *PSSR
subroutine.  Probably more drastic than you want.  But
everything should be closed.
