We have sites in rural areas that are heavily wooded.
The prevailing weather patterns are seasonal.
The phone lines have trees brushing up against them in the weather fronts 
when the storm is coming from a particular direction that is seasonal.
This means that we can predict downage related to the weather.

I asked ma bell why can't they trim the trees & it was explained to me that 
in a big city, the population base can afford this ... not many trees in a 
big city & lots of customers paying for each tree being trimmed.  But in 
rural areas, there are many miles of trees for every one customer.

I suspect that from Reno to Hawaii, your leased line will be going via 
mountains & satelite - different situation there.

Since we switched to VPN, all of our connection problems have been ISP 
related.
