Since we are on V4R3M0, we have done this earlier to keep mail from being
split.  The problem is that mail above 6mb will not send from the 400.  I
thought there might be a similiar data area to control this.

Try creating a data area called qtmsnosplt in qusrsys.  This will prevent
documents from 
being split up.  I wouldn't use email as a file transfer mechanism though.

We have run into an error message of 'file exceeds 6mb email limit'.
 
Granted, this is not an efficient way to transfer files, but we just do this
internally for a few specific needs.
