Have you contacted the SSA Technical Helpline - they have a BPCS Tuning Guide that they can send to you. I do not recall if it goes into detail about setting up your POOL Sizes, but you could run Performance Tools to assist you in this if you have the product. This will guide you in deciding what activity levels you should have and then you can determine if you need to separate your jobs into different pools. You should also read the IBM Work Management Guide.
