I wouldn't bother wasting time with that version.  If there's some reason you can't use CA Express (5769XE1 V4R5M0 with Service Pack SF62213), then install 5763XD1 V3R2M0 with Service Pack SF62608 (a new service pack is due today).

Service Pack SF52313 may be latest and last service pack for V3R1M2, but it's ancient history, released in January 1999.

Anybody having problems with Client Access returning a blank 5250 screen with
only the cursor flashing when changing from a 27x132 screen back to a 24x80?
I can use any valid function key to continue; usually I try using the roll
key, but when that's not valid, I hesitate to use something else that might
perform an action I don't really want to take.

I'm using V3R1M2 CA with the SF52313 service pack installed (the latest and
last).  I had this problem before at another location that I was able to fix
by uninstalling the service pack and reverting back to the previous service
pack.  But here, I installed CA just recently and downloaded the only service
pack available from IBM's web site.

Is there a way to get my hands on previous service packs for V3R1M2 CA?
