Mike,

A couple of years Midrange Computing published a JobQueue Monitor. It dealt with
job queues getting filled (more than 10 jobs in queue). You may use that one as 
a
base for your solution.

It was published in 1996 or 1994 (I am not sure, have to look that up). Perhaps
you can get it from their site.
