Savlib does obtain a lock on each object in a library. I'm not certain, but 
I think the savact behavior is to obtain locks prior to arriving at the 
checkpoint, and that could involve multiple libraries if you use the 
synclib feature. If you have one very large library, or several libraries 
in a savact group, I would guess it's quite possible to obtain 30000 locks. 
Does the message require a response? If so, you could add an auto reply 
list entry that filters for that particular job name and responds with an 
ignore.
