I think a key question here is

Is a business better served by spending a low $ to get a platform that 
requires high $ to cope with the security problems, break downs, trouble 
shooting, help support, etc. or is a business better served by spending high 
$ to get a platform that requires low $ to cope with these problems because 
you do not have so much of them?  What proportion of companies & managers 
really understand that this trade off is available?

There are white papers that talk about operating cost over the life of a 
system & argue that a business will spend less $ overall by getting the good 
system with up front high purchase price, but the dynamics of this change as 
the market pushes faster & faster replacement of the low priced computers 
with the next state of art.

Thus, the figures need to look at the operating cost of doing business with 
low priced purchase price hardware & software & what budget is left to work 
on improving productivity of work force & competitiveness of business.
