On SBMJOB you should use the RQSDTA parameter. To write your own command processor you can send a request message with Send Programme Message API (TYPE(*RQS)) and immediately retrieve the message with Retrieve Programme Message API. Then the command will not be executed, but is logged in the call stack.. All API's mentioned are in the Message API manual.
