If the line will not vary on, you are not talking to your HUB that the AS400 is plugged in to. Is your AS400 Ethernet line configured to match your hub. Most older hubs are 10m 1/2 duplex, while most switches are 100m Full duplex. Configure the AS400 line as *auto for speed and duplex. If that does not work, check the cable and port on the hub. Once you get the line to vary on, you can work on configuring the rest. Christopher K.
