As I understand it, the reason IBM is dropping out is due to the IOC segmenting 
the bid.  
Currently IBM do it all.  The new idea is that one company gets the Web, one 
gets the 
scoring, one gets the media distribution, etc, etc. Would you want to be trying 
to 
integrate all that?  Imagine the finger pointing.  Twern't me Judge, hardly 
knew the 
girl! blah, blah, blah ...
