Steve, check out the OS/400 Printer Device Programming manual (SC41-5713).  If
you prompt the CRTOUTQ command and hit help on the DTAQ parameter you should see
that IBM also points you to this manual.

For V4R4 the layout is found under the "Sample Data Queue Entry, 2.2.2.4.15"
heading.

Offset    Type        Description
   0      CHAR(10)    Function that created the data queue entry.
  10      CHAR(2)     Record type
  12      CHAR(26)    Qualified job name
  38      CHAR(10)    Spooled file name
  48      BIN(4)      Spooled file number
  52      CHAR(20)    Qualified output queue name
