Depending on Disk size and OS/400 version you will get 'strange'
utilizations on the disks for a while.  I have seen exiting units go to
+++ while new ones stayed below 5% until the system got it's act
together.   If you are on V4R4 you can have the system balance the disk
utilization with the STRASPBAL command.  Previous to that PTFs were
required.

I wouldn't sweat it too bad and in a few days (depending on the amount
of stuff written to and deleted from your system) it'll level off pretty
decent.  If you have an pre V4R4 system and you have a serious
performance problem then you may want to back up some big libraries with
stuff you actually Use, TWICE(at least), then delete them and restore
them.

And WRKSYSSTS, F16 *IS* WRKDSKSTS.
