Even in this cases I don't think it is justified. I have worked with a number of customers recently who have found that the maintenance benefits of making the switch to RPG IV are so great that they convert the package anyway. When the vendor issues changes/upgrades they convert the vendor code and do the source compare against the converted version. It may take a little longer but in general the resulting code is so much easier to read that the changes are easier to understand and overall it is a wash.
