For straight insertion it is tough to beat %Replace.  If the 4th parameter
(length to replace) is zero, it will insert the string in front of the
start position.  So for your quote example it would be something like:

 Eval TextField = %Replace( Quote : TextField : %Scan( Quote : TextField) :
0 )

where Quote is a constant containing the quote character.
